Terms of Use

Marathon Oil Corporation places a high priority on Health, Environment and Safety (HES) and expects superior safety performance from personnel performing work at any of its facilities. The following guidance is provided to contractors wishing to work for Marathon.

Prequalification
Marathon uses PEC/Premier Safety Management (PEC) as its primary vendor to gather pertinent HES information through their Standardized Safety Questionnaire (SSQ). Contractors that provide "safety sensitive" services at a Marathon facility or worksite are required to register with PEC and complete an online SSQ before being authorized to work. The SSQ must be maintained current as a condition of continuing work authorization. Safety sensitive work is defined as work performed at a North American upstream facility or lease owned by or operated on behalf of Marathon, which if executed incorrectly, has the potential to affect the safety of other workers, the public, the environment, or the facility.

Contractors that currently subscribe to PEC should have PEC release their SSQ information to Marathon prior to commencing work.

Contractors that do not currently subscribe to PEC may obtain a user name and password from PEC and complete the SSQ online following registration. Where internet access is not available, the SSQ may be submitted to PEC via mail or fax. The PEC website can be accessed at www.pecpremier.com. PEC will contact contractors annually, usually in the first quarter, with a request to update their SSQ information. Failure to update the SSQ within the stipulated timeframe may result in a recommendation for the contractor to be removed from the Marathon Approved Vendor List.

Evaluation
To ensure that only qualified and competent contractors are selected and used at its facilities, Marathon has developed a Contractor HES Qualification Matrix that assigns a rating to contractors based on an evaluation of their safety culture and performance.

Safety culture is rated from A to C in decreasing order of preference. The assessment takes into account a contractor's written HES management program, training, communications, alcohol and drug screening, subcontractor safety review, incident reporting and follow-up, planned maintenance, and regulatory compliance processes.

Safety performance is rated on a scale of 1 to 3 in decreasing order of preference based on a comparison of the contractor's 3-year average Total Recordable Incident Rate (TRIR) to the Marathon Contractor TRIR, and the upper TRIR threshold established by Marathon for its contractors annually.

Contractors rated B3 or C2 are placed on probation. Probationary contractors are then notified of their probationary status, provided detailed deficiency reports and expected to work toward improving their safety culture and performance to align with Marathon's safety expectations.

The use of a C3-rated contractor is actively discouraged and must be authorized in writing by Marathon's senior management.

All contractors are also required to meet the following minimum basic safety requirements:

a) If applicable, have and implement a subcontractor safety management program, and
b) Subscribe to or administer a drug and alcohol screening program that meets Marathon's requirements.

A contractor that does not meet one or both of the above minimum basic requirements is rated ‘C3' by default.

Monitoring
As required by its Global Performance HES Management System, Marathon monitors the safety performance of its contractors while work is in progress, using leading and lagging metrics for high risk and large projects.

The information submitted in the SSQ and implementation of the contractor's HES management system may be verified under Marathon's annual contractor HES audit program to ensure continual improvement in performance.
